The West Virginia State Code 6-3-1a allows, with the approval of the county commission, the sheriff of any county to designate and appoint a deputy sheriff’s reserve. Members of the “reserve” must be bona fide citizens of Jefferson County who are of good moral character and who have not been convicted of a felony or other crime involving moral turpitude.

The duties of the reserves are limited to crowd control, traffic control and direction within the county and may perform such other duties of a non law-enforcement nature as are designated by the sheriff or by a deputy sheriff designated and appointed by the sheriff for that purpose.

Members of the Jefferson County Reserve are in uniform and are equipped with patrol vehicles and radio equipment. Prior to service as a “reservist”, each newly appointed member must undergo training and instruction in their functions and authority as well as the limitations of such authority. Each member is provided with a “reserve manual” and is required to attend annual in-service training that is provided by a ranking reserve officer and/or the deputy sheriff so assigned. The “reserve’s” are involved in many Jefferson County activities such as, the County Fair, Arts and Crafts semi-annual event, special events, festivals, traffic details, patrol activities (eyes and ears of the department), neighborhood watch, fingerprinting school aged children and many other important/purposeful tasks and functions.
